MINUTES of MEETING for the PARISHES OF BARKSTON AND SYSTON
Held in The Village Hall, Barkston, on Monday 10th March 2025 at 7:45 pm
 
Present: Councillors M.E. Nussey (Chair), A Card (Vice Chair) A Hine, R Parke, C.I. Pell, A. Rowell, S Micklewright, S Elnor & P Connor
Also Present: 2 Members of the public.

2) Approval of the Minutes of the last meeting dated 13/01/2025
 
     Proposed for approval By S Micklewright & Seconded By A Card – Unanimous

4) Roads and footpaths update on matters previously raised
 
Dog Bin Syston – Bin has now been purchased and installed – it was notes that some dog walkers were still not picking up dog waste so it was agreed that the Clerk would look in to obtaining some signs
 
Overgrown footpath between The Drift and Bus Shelter - Clerk to reported issue to Council who originally responded to say that they have assessed the footpath and decided that at present it doesn’t require urgent repair, however it has been identified as a location for larger scale improvement scheme but at this stage are unable to give a specific timescale for this to be done. – No further update since last meeting it was noted that the path is beginning to break up and is a well-used path for residents. 
 
Blocked Pipe West Lodge - West Lodge pipe under the highway being blocked – work ongoing No update since lats meeting
Gravel and Potholes North of Railway Line on Hough Road - This issue has been reported a number of times since April.  Latest status on 14/08 is that the issue has been assessed and is with a delivery gang for action. – it was noted that the hole has now been filled in.
Damage to Bus Shelter Roof Syston: Repaired Early January, the meeting was advised that there had been a few posters recently attached to the bus shelter – these have been removed because its not a notice board.

Clerk to meet with A Card Request sent to LCC
Verge along main street encroaching on footpath
Reported Via Fix My Street Current status: Assessed as not requiring urgent repair and added to longer term improvement scheme – Status Closed
Minutes Hill breaking up & mud on road from verge
Highways closed Original Request without action – Clerk recommends this is discussed at site meeting in March
Flooding Near Stag:
Letter sent to Head of Highways, County Councilors & MP. This eventually prompted action and the blockage was cleared.  After a second e-mail they came back and cleared the mud on the footpath and Highways have agreed to a site meeting with the PC in March to discuss the issue further it was agreed that the Clerk, M Nussey, A Card & P Connor would attend the meeting.
Arms Houses Condition of Footpath & Verge:
No Update since last meeting however recommend that the Clerk contacts Highways before the site meeting later in the month with a list of other issues, we want to discuss in particular the Alms Houses, John Jackson had previously advised that works would take place in 2025 but would be discussed at the Highways site meeting
Damaged Drain Cover to the Left of Entrance to Village Hall:

Latest Update: Engineer seen at site on 7th March assessing the cover
Path between Syston Park & Factory:
M Nussey advised the meeting that a resident had raised concerns that part of the wall had fallen down and someone was damaging the wall further by removing stones to block the path (possibly to make a jump for horses). Its not conclusive if the path is a PROW because it’s not on the definitive map but would be discussed at the Highways site meeting

Received: 9th January 2025: No Comment or objection from PC
Decision: 17/02/2025: Approved
 
Installation of solar farm with associated battery storage, comprising ground mounted solar photovoltaic panels, including mounting systems, inverters and transformers, electrical substation, underground cabling, stock proof fencing, CCTV, internal access tracks and associated infrastructure for a temporary period of 40 years Location: Pastures Farm High Dike Welby Lincolnshire NG32 3LU

Received: 29/01/2025 – No Comment of Objection from the PC
Decision: - Awaiting Decision
Application No: S24/2163 Creation of a new access | Land Adjacent To Copper Bank Station Road Lincolnshire Barkston:
Received: 25/02/2025 
The meeting unanimously agreed that the Clerk should submit an objection to this application on the due to concerns  of safety due to visibility entering and exiting the entrance.   
 
6) Burial Ground
The Clerk advised that she had been approached about a grave that had not leveled itself over the last 2 years a years and wanted permission to level the site – permission granted
 
7) Playing Field
Installation of Storage Container: The Playing field Committee have had 2 quotes for the base @ 1/£720
2/800 they have gone ahead with Q1 when the ground permits as 4T of limestone needs be delivered, they also going to tidy the ground up between the containers and cricket nets by levelling it out and pushing the soil to make a bank towards the neighboring field. this will be settled by the PC
SM also advised the meeting that they had received a quote of £2,100 plus Vat for the container – they are still investigating other quotes. Racking will be around £150.
The Activity Wall grant request has been submitted to National Lottery
The Playing Field Committee are also looking at costs for playing Field Gym Equipment and it was noted that another car had been advertised for sale outside the playing field 
 
8) Picnic Area
 
The Clerk is still obtaining quotes to repair the pot hole in the new financial year, PC advised the meeting that the fishing club will be doing a litter pick in the area soon.
9)  Village Hall. 
 
The Clerk requested a copy of the deeds held by the village hall committee to enable her to register it with land registry,

B) Current Years Income & Expenditure and Budget Position
 
The clerk shared the current budget position Current Bank Balance is £25,930.88 with an accounting balance of £27,221.93 pending uncleared receipts and payments. 
 
11) Review of Current Policies and Procedures
The Parish council reviewed the following policies and procedures and advised there had been no suggested changes since the last review.

12) Any other business for discussion not decision
The clerk suggested that the PC consider arranging a village spring clean, it was suggested that we see if the The Stag would like to host refreshments afterwards.
 
Next Annual Parish Meeting and AGM to be held on 12th May 2025
