MINUTES of MEETING for the PARISHES OF BARKSTON AND SYSTON
Held in The Village Hall, Barkston, on Monday 12th May 2025 at 7:45 pm
Present: Councillors M.E. Nussey (Chair), A Card (Vice Chair), R Parke, C.I. Pell, A. Rowell, S Elnor & P Connor, Cllr P Martin
Also Present: 1 Member of the public.

4) Approval of the Minutes of the last meeting dated 10th March 2025

6) Roads and footpaths update on matters previously raised
Overgrown footpath between The Drift and Bus Shelter - Clerk to reported issue to Council who originally responded to say that they have assessed the footpath and at gave decided that at present doesn’t require urgent repair, however it has been identified as a location for larger scale improvement scheme but at this stage are unable to give a specific timescale for this to be done.
Blocked Pipe West Lodge - West lodge pipe under the highway being blocked – work ongoing No update since lats meeting - ongoing

Minutes Hill breaking up & mud on road from verge
Highways closed Original Request without action – Clerk recommends this is discussed at site meeting in March and Highways are investigating.
Flooding Near Stag:
After Site Visit Highways have confirmed that they will add the second Drain to the south of the Stag to their asset register and arrange for it to be cleared. The main street will also be moved on to a twice-yearly drain clearing rotation instead of once a year They will also clear the ditch and drain opposite the Junction with Syston, they are also providing us with Flood signs – (Pending agreed delivery date with Clerk)

Hough Road – Speed Limit
The meeting discussed speaking to LCC again about reducing the speed limit on Hough road to 30PM. The clerk agreed to do so.

REQUEST FOR A SCOPING OPINION
REFERENCE: EIA/01/25
DEVELOPMENT: TO VARY CONDITION 2 OF PLANNING PERMISSION NUMBER 18/0298/CCC - TO INCREASE GENERAL WASTE THROUGHPUT FROM 260,000 TONNES PER ANNUM TO 350,000 TONNES PER ANNUM
LOCATION: MID UK RECYCLING, COPPER HILL INDUSTRIAL ESTATE, ERMINE STREET, BARKSTON HEATHGRID REFERENCE: 497889 341813 – It was agreed that the PC would respond raising concerns over the environmental impact of the increase in traffic and safety of residents crossing the A607
8) Burial Ground
The Clerk advised that the twiceyearly safety check of the burial ground and other council assets was due to take place that week.
9) Playing Field
The Clerk advised the meeting that she had answered a couple of follow up questions regarding the funding application for the climbing wall so hopeful this will come through soon.
10) Picnic Area
The Clerk advised the meeting that she had obtained legal advice in respect of the land registry query for right of access over the picnic area. The advice was that based on the deeds provided there is a right of access but we could try to object on the grounds that the deeds do not reflect the current plot of adjacent land and there is a new access. It was agreed that the clerk would respond.
11) Village Hall.
The Clerk requested a copy of the deeds held by the village hall committee to enable her to register it with land registry,

The PC reviewed the income and expenditure since last meeting

Land Adjacent to Copper Bank Station Road
The Planning agent has requested a meeting with the PC to discuss their proposed planning application with orchard area for the benefit of the village for the land prior to submission to planning. Clerk to arrange a meeting at the beginning of June.
