DRAFT MINUTES of MEETING for the PARISHES OF BARKSTON AND SYSTON
Held in The Village Hall, Barkston, on Monday 14th July 2025 at 7:45 pm

2) Approval of the Minutes of the last meeting dated 12th May 2025

4) Roads and footpaths update on matters previously raised
footpath between The Drift and Bus Shelter - Clerk to reported issue to Council who originally responded to say that they have assessed the footpath and at gave decided that at present doesn’t require urgent repair, however it has been identified as a location for larger scale improvement scheme but at this stage are unable to give a specific timescale for this to be done. – No update
Blocked Pipe West Lodge - West lodge pipe under the highway being blocked – work ongoing No update since lats meeting - ongoing

Request Submitted – Pending Investigation
Minutes Hill breaking up & mud on road from verge
Highways closed Original Request without action – Highways are investigating. The meeting was informed that paint had been put on road highlighting areas to be addressed.
Flooding Near Stag:
After Site Visit Highways have confirmed that they will add the second Drain to the south of the Stag to their asset register and arrange for it to be cleared. The main street will also be moved on to a twice-yearly drain clearing rotation instead of once a year They will also clear the ditch and drain opposite the Junction with Syston. No works completed – Clerk requested update from Highways, they are also providing us with Flood signs Delivery due late July.

Parking Issues Near Stag
It has been reported to the clerk that there has been incidents of inconsiderate parking near the stag which as resulted in the bus not being able to pass through and vulnerable residents nearly missing the bus trying to get down to the main road clerk to speak to bus company to see how often this this an issue
Dog Fouling particularly along the top end of west street and the neighboring footpaths was raised as an issue. Clerk to look at further signs and adding something to the village social media page.
5) Planning Report of Comments and Decisions
Application for reserved matters relating to layout, scale, appearance, landscaping and access, for the erection of 5 dwellings following outline planning permission S22/1065 The Gables Honington Road Barkston Lincolnshire NG32 2NG
Ref. No: S24/1453 | Received: Wed 21 Aug 2024 | Validated: Wed 21 Aug 2024 | Status: Awaiting decision – PC entered Objection still waiting for Planning committee date. – still awaiting decision Planning are still in discussions with client.
The Clerk advised there had been no new applications since last meeting
6) Burial Ground
The Clerk advised that the Safety Check had been completed. There was 1 stone that has slight movement in it and whilst not unsafe at the moment the clerk would try and contact relatives to advise them of the issue and that if it became a safety issue it would be taken down to make safe.
7) Playing Field
The Clerk advised the meeting that the Climbing wall was due to be installed on 15th July
SM advised the meeting that the playing field committee had agreed to hold a village fete on 6th September and hoped to include things like Produce show, Dog Sow, Vintage cars and various stalls. The Committee would like support in funding a marquee for the event
8) Picnic Area
It was agreed that the clerk would obtain quotes to repair the holes on the entrance to the picnic area.
9) Village Hall.
PC advised the meeting that there had been complaints over the condition of the kitchen especially in respect of the fridge which had been left closed when switched off. This had been raised with the Chairman of the Village Hall committee who advised that this was due to the regular cleaner being away and this issue has now been resolved. PC also advised that there was a VH Committee meeting in a couple of weeks’ time
10) Financial Matters:
Accounts paid and for payment since last meeting:
The PC reviewed the income and expenditure since last meeting
Quote for the reduction and trimming of the Burial ground Hedge was agreed in the sum of £610 Proposed by SM and seconded by AR
It was agreed that the PC would use S137 Funds to fund the rental of a marquee for the Fete proposed by SE and seconded by SM
The Clerk would also check the public liability insurance to ensure that we are covered for the fete.
11) Land Adjacent to Copper Bank, Station Road:
The PC reviewed the draft plans that had been submitted to the parish council for review and comment and there are still concerns over the width of the access and the ability for larger vehicles to easily get off the road and turn around away from the road due to the visibility with the corner and bridge being a safety concern especially with the weight limit of the bridge requiring vehicles to exit back through the village.
The other concern that was raised in the meeting was around Sewerage & Drainage due to the river being close by and how this would be managed to ensure there is no environmental impact on the river.
The clerk was to advise the planning consultant of PC’s concerns raised.
12) Under Age/Illegal use of Motorcycles:
The Parish Council is aware of issues of motorcycles and quads being ridden by youths in the village particularly along West Street and the restricted byway. Records of incidents are being recorded and the clerk will speak to the community safety officer and local police.
